Right. He's for letting the states decide. But, he's for granting full federal rights, which DOMA now prohibits and which he voted against.

Except for the part about getting married, he is against that. Thus he is willing to discriminate against gays. To end don't ask don't tell all he has to do is sign an executive order and the discrimination ends, but apparently he is willing to accept that example of discrimination also.
