It is only a crisis if the rest of the world's population keep increasing at the current rate (especially Africa, the Middle East and South Asia) and immigrants from these regions come in large numbers to Europe.

The problem isn't that Europe's population will decrease. This is itself is good. The Earth is under pressure from excessive human activity and consumption. I don't understand why politicians advertise the problem as Europeans not having enough children when the real problem is that developing countries have too many. Poverty is increasing worldwide because poor people have many times more children than people in rich countries. This situation will only lead to food and water shortages, massive migrations and wars. If anything should be done to save the planet it is find a way to limit births in developing countries, just like China did in 1979. It worked well for China. See how the economy has been growing since then.
The solution to increasing pressure on the world's resources is as you said: poorer nations need to reduce childbirth rates dramatically, for the sake of social and economic stability. The population trends we are seeing currently can only lead to global disaster down the road.
