When we went to the local GA office to sign on the padron, there was a place on the form where one could indicate a wish to vote in the local elections. One could also indicate a wish to vote for a candidate in the European elections. We had no separate forms to deal with. The man was keen for us to choose to vote. He registered us there and then on his computer.
