It wasn't just Obama who had the stimulus. Technically Bush signed it - Obama just continued it and increased the amount but that gets both of their names on it.

You are confusing TARP (bank bailout) with the Obama's stimulus program (The American Recovery and Reinvestment Act of 2009)
