By "minimal requirements" I mean the absolute rock-bottom safety standards your security measures need to meet. So while I agree the TSA as of now is completely out of control, there still needs to be some kind of security standard, metal detectors, a few random searches (within reason), training minimums, background checks for security employees... that sort of thing. Think of it this way - what if one airline had no security whatsoever, so they could gain an edge over their competitors? That would be an incident waiting to happen.
