South Korea isn't a subject I'm too familiar with.

But from what I understand, they've been getting a lot of pressure from the American government about their unruly neighbors to the North. America plans for the two countries to eventually reunify. But this is the last thing the South wants, because it would trash their economy (A good equivalent would be the berlin wall, West Germany went down the toilet when they reunified with the economically backward East.)

That's just a guess to explain it on my part.
