As far as I can tell, the 1975 is only for people who have failed the test.

Other than that...well, IMNSHO, 10-248 is the most ignored AFI there is.

I think it takes a small unit with a CC or some one high up to either want to enforce it, or that wants to look good so a change in the PT program and XX% of the unit pass due to his/her direct supervision. Or in some rare case it may just be that Sh!t hot CC that is looking out for his TROOPS and sees it as an opertunity to help his people excel. I have seen a couple of those scenarios. When I PCSed in 2002 the unit I PCSed into had a mandatory PT program 3 days a week, and it wasn't a new thing. That was before PT was focused on fit to test.
