I don't think they would necessarily stop transmitting outside of school.

If you watched the video, you'd have seen that is exactly what they do. You leave the building, you're off their radar.

I don't see an issue with students locations being tracked whilst on school premises, lots of large corporations have policies that mean staff have to wear name-tags, it's just a step forward from that. It's also a good way to almost instantly tell if there is a person on the premises who should not be there. The only thing i'd find annoying is the inconvenience of having that huge thing round my neck all day.
