Who ever said literally, they marketed the movie as it was something grounded in more reality then some magical ultra power person. Within that world they created on screen nothing has any realistic merit to it. "send everyone down to the sewers" ring a bell. They drive home realism because they use external elements to ground the movie in reality. The CIA? the whole series was marketed as such so its right to expect it. Fact is the first film was grounded, but when you make a movie with absolutely no after thought as to a sequel you end up with crap.
