I haven't read the article mind you, the solar panels in these types of car are also used to trickle top up the vehicle when its on the go, also why not have it built into the vehicle if it means you don't have to rely on charging it all the time especially as they probably don't have charging points located all round Palestine.
Because you are in Palestine, and solar panels are easy to damage or steal.

If this is really just a conceptual mock up, then no big deal, but if it is someone's daily driver, it won't be for long.
