They could, but after seeing Apples Retina Display, 1280 x 800 is simply too dated of a resolution to put on a 10" device. The difference between the iPad 2 and 3's display is staggering.

That is true, but keep in mind that the iPad 2 wasn't 1280x800 to begin with.
