Even on a track you can still throw a chain, blow a tire, run over a large rodent that appears out of nowhere, etc. The only substantial risk that's fully removed is encounters with automobiles.

Those aren't risks that come with the public road, they come with your bike.

I mean the whole flurry of stuff like cars, cyclists, pedestrians, animals (no, they will not march onto a track where 40 bikes are racing), people coming from the left or right, oncoming traffic, traffic lights, traffic jams, dirty roads, no run-off areas, lightposts, sidewalks... They're all gone. You can still crash and hurt yourself, it's still dangerous, but at least on track you'll crash in peace.
