My suggestion would be an EREV (Extended Range Electric Vehicle) Opel Ampera (in US sold as Chevy Volt).

70-80km on electricity, then on a gasoline engine. Driving on electricity costs 1 EUR/100km, 0-100 = 9+ seconds.
