Optimized stock ATT-based ROMs for US based version of Samsung Galaxy S III make this phone an Android dream machine. Its large enough to compete with Nexus 7 in size. Its a phone with 4G connection and is super responsive. It will have 4.1 update either from official or custom ROM developers in the near future. Beta is out already.

US version is supposedly slightly superior to thr international one, but I never tried the intertional version. This one is absolutely awesome!
I wouldn't really say that it is superior. Just different. The GPU is going to be a little better in the international, and the CPU wise should be roughly the same, but the International is a Quad, while the US is Dual which has its key advantages. The big differences would be 28nm on the USA version and 4g SoC.

Anyways, not really a fair comparison either. Nexus 7 is $200/$250 straight up and directly supported by Google.
S3 is directly supported by Samsung and costs $600/$650 straight up.

I would say though, that if you tether, having a tablet with just a 2" larger screen wouldn't really be worth it. Rather spend the $200 on a smartphone with contract and get a $600 Infiniti tablet with the S4 when it comes out.
