I wouldn't really say that it is superior. Just different. The GPU is going to be a little better in the international, and the CPU wise should be roughly the same, but the International is a Quad, while the US is Dual which has its key advantages. The big differences would be 28nm on the USA version and 4g SoC.

Anyways, not really a fair comparison either. Nexus 7 is $200/$250 straight up and directly supported by Google.
S3 is directly supported by Samsung and costs $600/$650 straight up.

I would say though, that if you tether, having a tablet with just a 2" larger screen wouldn't really be worth it. Rather spend the $200 on a smartphone with contract and get a $600 Infiniti tablet with the S4 when it comes out.
I am currently tackling with the notion of whether to keep my Nexus 7 Tablet pre-order or not. My SGN has a nearly 5" screen, and the N7 is only a couple of inches bigger, but I do miss reading books and magazines on my iPad. Decisions decisions.
