I think he was just being sarcastic. Anyway, Vlingo, the software behind S-Voice has existed for years and was even available on the original Samsung Galaxy S. To make matters even more ridiculous, the company that makes Vlingo was bought up by Nuance which is the company who is supposed to be providing services for Siri. So basically, Apple is suing Samsung for including a voice help assistant which has been existing for years and now just got a makeover by Samsung and re-branded. It's like Ford suing Toyota for also putting a multimedia system in their cars as well, which is even made by the same company.
