Most Android users are still on 2.3 which is GB if I remember correctly and only 6% out of all Android users are on ICS, or so I've read recently in Computer World. What does that mean? well, it could mean that either the newer builds bring nothing new to the table and/or are buggy as hell.

Here. I was able to find a link to an article which confirms what I've just said. More or less.
There are a few reasons why so few users are on ICS right now. Biggest one are the telecoms who ratify the release on their network. Apple doesn't do this. In many cases telecoms companies have to code their own modem, then test, give it to who makes the ROM, test then ratify the release. This happens on each local provider. Multiply that by the number of phones and it's ridiculous.

Then there are people like me who use Sky Go; ICS is not supported; will not upgrade until it is, if ever. *****.

Then there are people who don't care and only get an update if they get a notification, and then may not upgrade because they need PC software and don't know how to do it. Etc etc...
