Wow... im sure the world and especially america is gradually turning into a dictatorship...... What right do the government have to ban someone from playing football on a beach?! They will be banning drinking water next...

If there's clearly enough space to play a game it's fine, but if it's crowded and people are trying to relax then I'd forbid it, although hefty fines are a little too much. people should just use their common sence, but unfortunately too many have the "I don't give a sh*t if I annoy someone else" attitude.
