One theory (which has some standing after a trial run in florida, I believe) is that, in the event of economic collapse.. The SS offices will be swamped with people demanding money that doesn't exist. Or that they refuse to hand out. Or that they do hand out, but not to everyone..

The SS dept request for ammo is one of many recently from different departments. My guess is that a strike on Iran is imminent. Attacks by hamas sleeper cells on government facilities is more than likely. Arming and drilling the occupants of those facilities would seem a pretty good idea.
