Why do the police not want to be out gunned? Gee...I wonder?

The thing is, CS, the citizenry are SUPPOSED to be able to protect THEMSELVES,

with HELP from the the police,

the Big Idea being that the police are BACKUP

TO THE CITIZENRY

for emergency situations.
