There's NOTHING I can think of that couldn't be outsourced.. Excepting the US military and intelligence services..

There's a town in Georgia, I believe, that has private cops.. Prisons.. ESPECIALLY SCHOOLS.. There's a town that doesn't even own any buildings. They rent.
