Problem is, people acknowledge no universal definition. One man's liberty is another's tyranny. And freedom could quite well include the freedom to proceed as one will, and with no thought for the freedom of another. Were these concepts written in stone, human history should not have bequeathed us such as war and oppression. The government has the 'freedom' to infringe. They are at 'liberty' to do so. Or so they believe. And that's the point.

Look at this board. There are those here who preach that liberty translates as genocide and persecution. That freedom and liberty necessitate the murder of billions.

A document is all well and good, but no two people will read it quite the same way.
