Pardon me but when did it become the responsibility of business to create "incentives"? Keep the incentives, just get the regulators, EPA, unions a ridiculous tax on capital gains and other anti-business ideology out of my way. If making money is not incentive enough that person needs to work for someone else anyway and be happy with their 6 pack on Friday night.
Right. The incentive in any commercial endeavor is to make more money. By helping the company reach it's goals. That goes from CEO to janitor. It works, it has always worked, and it always will work.

How do you replicate that in a bureaucratic environment where there is no established goal? Where the wages are set not by merit or performance, but by legislation?

You can't. Because no one has any incentive to police their underlings, cut their budgets, etc and etc. They all have the opposite incentive. Spend every penny, so your slice of the budget grows, things like that...
