Personally? Everything that's not in the constitution.. and I'd reign in the military from places it's not needed.

Realistically? You're going to have to means test SS and Medicare.. Reform them. Still cut the military and stop doing stupid things with it.

Those entitlements should be used to take an ax to the rest of government.. Everything from farm subsidies to cowboy poetry should get the AX.

I agree on the military and foreign bases---if the host country wants us there to protect them, then they should pay the entire bill.

means testing is not the answer on SS and medicare. Everyone pays into those programs their entire working lives. If there is no opt out clause, then you can't tell a successful person that he/she is not entitled to the benefits they paid for. Reform those programs for young people, give them some choices.
