yes, but we do need regulations punishing those that put poison into our rivers, lakes, and ground water.

If it's really that dangerous it should simply be outlawed.. Because if you tax them, and they pass the cost along, you've taxed society and that society still has to contend with drinking polluted water and paying the tax.
