A factory that pollutes a stream that ends up killing all the goats that drink from that stream has imposed a cost on the goat farmer..... WHO HAS AN ACTIONABLE DAMAGES CASE.

WE PAY FRO A JUSTICE SYSTEM.... LET'S USE IT.

DISMANTLE THESE TYRANNICAL AGENCIES... WHO WILL SIMPLY SELL

A PERMIT TO THE POLUTER...AND DAMN THE FARMER AND HIS GOATS.

Now, what if it isn't your goats, but your children? Oh, I can sue!!!!! Whoopty shit. Doesn't bring your kids back, does it?
