Its worth pointing out that "Napoleon the Third" wasn't even born yet.

Funny thing is, it was a jewel when the French ran the place. Oh, so you've traveled through time to tell us that?

I'm guessing that sailors must have loved visiting there...oh wait, they didn't, because it was poor, smelly, and full of plague and yellow fever.

And that website you linked to was worth a laugh, I like the natural cancer cure ads, it really adds to the authenticity of lunacy.
