Biden was speaking at the Institute for Advanced Learning and Research, not a primarily black audience. From what I could see on the video of the speech, it was mixed, leaning more heavily white.

And if you look at the context of the speech it's clear that he is directing his quote to banks, imitating what Mitt would be saying to the banks about President Obama's actions:

Look at what they value, and look at their budget and what they're proposing. Romney wants to let the—he said in the first hundred days—he's gonna let the big banks once again write their own rules. "Unchain!" Wall Street. [Boos] They gonna put y'all back in chains. [Laughter, applause] And of course referring to putting banks in chains is TOTALLY different than what Mitt himself wrote in an editorial in USA Today: "remove the shackles of government" I guess because he used a two-syllable word instead of a one-syllable one it's ok with you? Romney: What kind of society does U.S. want?

Sigh. Facts are so inconvenient aren't they.
