And I'd agree. If you have it, congressional micro-managing would quickly become even more egretious interference.
So you are assuming that the people on the Federal Reserve are always doing the right thing? And to add data to that question, remember Herman Cain was on a Federal Reserve Board.

Why should the Fed Reserve have more impact on economic tinkering that the White house or Congress?

Also, if it was the same piece of legislation that Paul was pushing before, the auditing would be to review transactions several months (6 was it?) after they took place.
