Here in USA they give out copies of Quran like no problem to non Muslims even I have seen them handing out in parades.

May Allah SWT grant them nek taufeeq - In India too, there are organizations [you know who they mostly are] who'll send a copy of the Quran to non Muslims - all you need to is call them. But I don't know if those are in Arabic.
