hence their attempts to have 'peace talks' with the taliban

The so called "peace talks" are not a sign of losing; but using common sense.

The Taliban will be part of any future Afghan government.

So it is in the best interest of the U.S. government to acknowledge this realty and negotiate with them in any political resolution of the situation.
