Good intention.

Have you considered Nadwah in India? Top of the line Arabic studies - as good as any Arab Islamic school plus very very low expenses.
With $6000 you can live like a King for years yet I believe even the Hostel facilities are free, even the tuition. Plus the advantage of traditional Scholars.
I am not being derogatory but isnt going to India for Arabic similar to going to china for English. How many Indians or even towns/cities in India have a decent Arabic speaking population? I would think naturally Arabic would be best studied in Arab-land simply because you will be engaged in an enviornment where Arabic is the predominant conversation and literature . There are english language centres in china as well but I wouldnt suggest someone going there but go to places where english is spoken widely. If you dont want to go to Anglophone countries for english go to singapore or a british colony.

Brother if you want to choose a non-Arabic speaking country consider IIUM if you want an American kind of life at cheap cost.

the first international arabic debate championship was held april last year in qatar..this university (IIUM) was the only non native speaker contestant during the comp. the malay team made to be in the top 4 teams among 40 arab teams n went to the semi finals.2 IIUM teams met at semi final, A (arab) vs C (malay), the rests were khartoum and emirate, the malay team lost at semi but that's a good proof enough our debating team can challenge the arab teams n defeat them

This is just my opinion. I have no friend in IIUM or no recommendation and have only seen it once during a quick tour. It probably is less traditional as compared to Darul Nadwah.
