Unlike Somaliland PL is very receptive to all kinds of Somalis to settle freely even Ethiopians (probably want to govern the whole somalia and move the capital North east in the future) as long as they are not politically active or operate from PL against neighbouring countries like ONLF recently attempted.Seems like PL's main ambitions are to strenghten it's security (still very fragile) and become a hub of free enterprise the comming decades ahead.
All elements of war and useless conflicta in general are being avoided although the pirate issue has been intentionally ignored more or less, but talibanists and other figures of serious threats to peace are constantly being hunted.
