But there is no point in mentioning leaders whose obvious kufr and shirk is agreed upon and apparent, like Nursultan Nazarbyev and his co-horts in the 'stans.

The controversial people, who have groups based entirely on defending them, will be mentioned more as is natural. I do not know anyone who defends Nursultan Nazarbyev, so why would anyone bother talking about him? It would be boring. Conversation gravitates towards that which is controversial.
