The problem is because Qadianis usually keep average Muslim names, therefore the government of Saudi Arabia cannot detect them if they come from other countries.

However, Qadianis who have a Pakistani passport cannot go for Hajj, because the Pakistani passport is the only passport in the world which has a religion column. In order to acquire a Pakistani passport, you have to sign a declaration which says that you consider Mirza Ghulam Ahmad as a liar and false prophet.

The solution for this problem is for all other Muslim countries, especially Bangladesh, Indonesia, and West African countries (where there are significant communities of Qadiyanis) to add a religion column to their passports as well.
