Quran says that people cannot even predict the weather- you guys think they can change it? people like to believe anything conspiracy related nowadays

Where does the Quran say that? Predicting and affecting are two different things. What do weather forecasts do? Anyhow, I didnt think it was downright conspiracy stuff because of this "The Pentagon has admitted utilizing weather warfare against adversaries. In 2005, the Air Force said it has the ability to “generate precipitation, fog, and storms on earth or to modify space weather” and that “the production of artificial weather all are a part of an integrated set of technologies.”

And yes everything happens with the will of Allah, nobody ever denied that here.
