The OP was about if this stuff is scientifically possible and if US is CAPABLE. THIS DOESNT TRANSLATE TO IF AMERICA IS DOING IT. I dont talk Iran seriously, but whats science fiction today can be reality tomorrow. No harm in discussing such issues.

Of course, it would be difficult to prove this on such a large scale. However, the basic technology does exist. Infact there are companies who run projects and provide these services on a commercial basis. Here is an American Weather modification company offering such services:

They have many international clients, including Muslim nations. They are currently running a project in Saudi Arabia to enhance rainfall:

All of this seems rather benign, actually serving a great humanitarian purpose. However, it was the military that first developed this technology. They did it for military purposes. In conjuction with new atmospheric technology, like Atmospheric Ionisation, it can be used as a devastating weapon against an opposing region or nation.

This is where rules and regulations need to be brought in and each one of the sites that is involved in this industry, all over the world, needs to be registered and their activities monitered.

This could easily become the new platform for employing warfare if it is not kept under control.
