On a per capita basis, blacks as a group do have some very troubling statistics. Not only crime and incarceration rates, but also children out of wedlock, HIV infection, high school dropout etc. are higher.

You can adjust for "socially disadvantaged" and soften the difference. How that comes out, I don't know. It depends on how you define it. In some cases it's a vicious cycle or self fulfilling prophecy of failure.

The arguments and counterarguments why or why not, or what the meaning is. Da gubmint be holdin us down argument. Well that is just tiresome to hear with no qualification, given government positive biased policies like AA for government jobs. Although there is truth in negative biased activities of local police forces, and how the drug laws created a thriving criminal subculture in black communities which im turn lead to higher arrest and incarceration rates.

A lot of discussion happens around schools, integration vs segregation, and the disparity of resources between them. No, blacks aren't sent to officially "all-black" schools since the 60's and early 70's, but in practice many inner city schools are 99% black.

Why is that. Well it's because of white flight. Since this isn't a communist dictatorship, people with means are free to sell their homes and buy new homes somewhere else. So you can't really blame the government for it. Although you can blame the government for accelerating it through forced busing of whites to create "diversity" in all black schools and conversion of working class neighborhoods into welfare ghettos with section 8 housing. Because school student bodies represent the local area they are in, and because much of their funding comes from the municipal tax base, the end result is a majority black and socially disadvantaged school with limited resources. I could go further into the corruption and nepotism that go along with this in local government and school administration.

Really these subjects get beaten to death though. There is one camp here who will hold all of this up as evidence that blacks are genetically inferior. There is another camp that will blame the government or white society for everything that is wrong. I don't even care enough to engage in that.

Suffice to say I don't think black people come genetically pre-programmed to be criminals. However I do think the "ghetto subculture" is a self-perpetuating monster which has a Borg-like capability to assimilate and convert new areas, in some ways facilitated by welfare state policies which subsidize rapid breeding of a new failed generation by an old failed generation.
