Nobody is denying a Black is capable of having a 120's IQ; at least studies show is not impossible:

But it depends on the context. For example, it is not the same to be brought up in Staten Island or the Bronx. In the first case, he could be a successful people like the ones you show. But in the second case, he could refuse to use his intelligence and hang around with people with an IQ lower and do "the same stupid things".

By the way, I would like to deal with something not related with the nervous systems: testosterone, maybe higher in Blacks (which can make them more violent...).
