I consider any person of fully italian ancestry as Italian, no matter the colour. I also consider as Italian any European with an Italian ancestor.
But that's the thing. You can't be any color and have 'fully italian ancestry'. Someone who looks 100% chinese would never fit that. So by default you've already limited it to someone of a clearly european phenotype.

Then you must agree with me that race is considered a key part of ethnicity.
