So I took him over this morning to the property management office, and the property manager knew who he belonged to. It seems the owner is notorious for leaving his patio door open when he goes to work(he lives on the first floor and just walks out the back), and he has a another dog that is bigger than the allowed size limited that the Property manner waived because she's an animal lover. In addition to just leaving the door open, the PM has reason to believe the owner is generally neglectful of the animals(although I could have told her that, the dog was badly in need of a grooming). In the past when she's approached the resident about that he's relayed that he believes he's being a good pet owner simply giving them a home, and at one point said "Well if they cause *you* so much trouble maybe I'll just get rid of them."

I told her that if she thinks that he is going to ditch them, come tell me. I'll adopt the dog, he was astonishingly well behaved for such a neglected animal. Pretty much sat in the kitchen with the most noise being made from his nails clack-clack-clacking on the floor.
