Do not ever, ever, ever, ever, ever attempt to dictate prices. Ever. No price floors, no price ceilings, no price freezes. Ever. It doesn't work. Ever. I'm all for increasing efficiency and shortening the college degree program (fuck a summer vacation, you go to school from start to finish with only a couple of weeks off a year, just like the work world). But to monkey with the prices as a way to get costs down is a sure fire way to make things worse. Instead, get rid of government subsidation and let the market take over student loans. Allow the loans to be dispensed in bankruptcy. This will force banks to be very careful about who they give money to. This will mean less people can afford college, which will drive the price down. People can work and save for college, like they used to. A little discrimination will make a degree worth something again.
