I'm not being silly here, but why not simply extirpate the gangs?

They're a fucking nuisance, and their collective mentality is beyond any reasonable measures to correct. The problem is generations in the making, and the same inertia which led to it, would be the same that essentially undermined any co-operative initiative towards resolving it.

Let's face it, no one would really give a fuck. Of course there'd be an 'outcry', and someone would have to swing, but there's really no downside here. The racists get to throw a party, and even the libs get to sigh in relief, as they're unburdened with the tiresome need to be seen to 'care' any longer. There's nothing left to care about. It's a win-win.

Even libs are sick of them (though they won't admit it).
