I'm not being silly here, but why not simply extirpate the gangs?

Well, I'm sure that would help.. But they'll never sit for it.

It will be painted as "racism" they even call arresting blacks in disproportionate numbers "racist" Let alone shipping them away.

If it were Asian gangs or something? Perhaps... But not blacks.. and not in Chicago.
