As has been EXPLAINED A MILLION TIMES.. He votes against the expenditures.. But.. If they're going to SPEND THE MONEY ANYWAY.. OVER HIS OBJECTIONS.. Then the people of his district have a right to get some of the money back, and he tries to accomplish that.. As any good representative would..
And, on that same note, I don't mind a farmer who acknowledges that the farm subsidies are bullshit and have to go, but takes them anyway, in the meantime.

Now, some people will call that hypocrisy. But they are stupid people, who don't understand what the word means.

There's no reason for Farmer Joe to fall behind his competitors on principle. By all means, take the money. But vote for cutting the subsidy.
