Racebaiting? Hardly. He's well within his right, and well within the bounds of fairness and decorum to speak directly to African-American audiences and tell them to get off of their lazy asses and get jobs.

He may be well within his rights but those "African-Americans" will always scream racism when a politician speaks the truth about their communities, and those whites who are constantly offended will scream racism as well.
