Ultimately, money is the problem..

I sometimes wonder if we pay them enough.. I know it seems counter intuitive, but.. good governance would be worth almost any price.

It's the Monarch theory.

I think if we paid them nothing we'd be better off. Only then would citizens who really care about the Republic serve. 2 year terms, expenses covered, then go back to the farm.
