If Iran gets a nuke. they could give it to some terrorist group. that group could smuggle it in to NY harbor and blow up most of NYC. Or they could bring it in through mexico and blow up LA. There would be no clear trail to Iran. So who would we retaliate against?

That would defeat the whole purpose of getting the nuke in the first place. The nuke is a deterrent. It protects you from invasion. If you give it away, you've lost your bargaining chip.
