Doesn't this kind of thing irritate you?

How can jaywalking be a crime, in and of itself? How can some gov't entity tell me when and where I can cross a street? And punish me if I don't follow the rules?
The orderly and predictable flow of traffic is paramount to ensure everyone's safety. Having people on foot darting back and forth creates an unnecessary hazard by altering flow and distracting drivers...or worse- not being seen in time resulting in said jaywalker's death and possibly other drivers and people in the vicinity. You don't drive a car, do ya?
