On edit: sorry, I see you said there are exceptions. Laziness is not the only reason. People who have less money usually buy less nutritious food. There have been several studies about this.
They fill up on carbohydrates and fat. (junk food) If you really want, you could do a search on it.
Yes, healthy foods generally cost more. But, if their consumption of non healthy foods continues to increase, then the cost becomes an excuse.
